Meloni: “Enough with the waste of the past. Resources for low incomes, tax cuts and aid for families”. Nadef: Giorgetti sent a letter with the data to the EU Commission

he Council of Ministers approved the migrant decree which contains a crackdown on expulsions and the phenomenon of false minors and increases the military contingent of Operation Safe Roads by 400 units. 

The migrant decree, government sources explain, “provides for the possibility of carrying out investigations more quickly to verify the age of unaccompanied foreign minors”. The investigations are authorized by the Juvenile Prosecutor’s Office. “If the declared age does not correspond to the truth – they add – the foreigner is condemned for false attestation. The conviction for the crime of false declarations to a public official can be replaced by expulsion from the national territory”.

Meloni: “Enough with the waste of the past”

“We have launched the Nadef, i.e. the framework that defines the next budget law. We are working to write an economic maneuver in the name of seriousness and common sense. And which maintains the commitments we have made with the Italians: enough with waste of the past, all available resources intended to support the lowest incomes, cut taxes and help families”. Prime Minister Giorgia Meloni wrote this on social media, speaking of “some important measures” approved today by the Council of Ministers.

Meanwhile, the Minister of Economy and Finance, Giancarlo Giorgetti, sent the European Commission the letter with the Nadef 2023 data being examined by the Council of Ministers today. This was announced by the Mef.

Migrant issue

In the new draft of the migrant decree, the article which provides for the intervention of the Coast Guard in the hotspots in the event of large and close arrivals of migrants on the national territory coming from the Mediterranean sea routes is no longer present. The new version of the decree is in fact made up of one less article: 12 and no longer 13 as at the beginning.

The legislative decree, however, appears to be confirmed in its main structure: from expulsions for serious security reasons to the possibility of hosting 16-year-olds in reception centers in the event of unavailability of ad hoc structures; from expulsions for those who lie about their age or identity to limits to exceptions on the capacities of reception centers. Furthermore, stringent checks have been confirmed in order to verify the age of migrants who declare themselves to be minors, also through dactyloscopic, anthropometric and health tests, including the use of age.

Mortgages

“We have intervened to extend aid to young people for the purchase of their first home for young couples, for young people up to 36 years of age, for single-family households with minor children and for IACP housing tenants. This measure will be extended until next 31st “. Thus the Minister of Economy Giancarlo Giorgetti, adding that “the housing issue” is a priority for this government” and that “the government continues to carefully monitor” the impact of the ECB’s tightening “to adopt measures for the most disadvantaged families and guarantee the competitiveness of businesses”.

Farms

To guarantee liquidity to agricultural companies, a one-year extension of Pa Lo controls is foreseen in a draft of the extension decree. “In consideration of the continuation of the energy crisis linked to the war in Ukraine, the increase in bank interest rates and in order to guarantee liquidity to agricultural companies”, it is expected that until 31 December 2024 (from 31 December 2023), “if for the disbursement of aid, benefits and financial contributions from public resources, disbursement as an advance and balance is envisaged”, the competent administrations may “postpone the execution” of the controls “until the disbursement of the balance “.

Ukraine

Extension of the state of emergency until 3 March 2024 to ensure relief and assistance, on the national territory, for the Ukrainian population: this is provided for in the draft law decree on the extension of regulatory deadlines and tax payments. Within the limits of the resources already allocated, the provision authorizes the continuation of widespread forms of reception, for up to 7 thousand people, to be implemented through the Municipalities, Third Sector bodies and Volunteer Service Centres. The support measures for the assistance of people entitled to temporary protection who have found independent accommodation are also extended, for a maximum duration of 90 days from entry into Italy, and for a maximum of 60 thousand people. The same article of the decree, according to the draft,

Smart working

Three-month extension from 30 September to 31 December 2023 of smart working for vulnerable public administration workers. A draft of the extension decree provides for this. In particular, the teaching staff of the national education system who carry out the service in agile mode “are assigned to support activities for the implementation of the three-year training offer plan”, it is specified in the provision, which allocates 1.67 million for the extension for 2023. 

Nadef

The Def update note sets a programmatic GDP of 1.2% and a deficit of 4.3% for 2024. The April Def forecasted a programmatic 2024 GDP of 1.5% and a deficit of 3.7%.

The deficit/GDP ratio in 2023 in the Def update note rises from 4.3% to 5.3% “entirely due to the effect of the 110% Superbonus”. In the absence of the building bonuses, the same sources explain, “the debt would have fallen by one percentage point per year”. The building bonuses “lead to a substantial increase in public needs over the course of the entire legislature, reducing the room for maneuver to finance interventions in favor of the real economy and families”.

Safety

”With the increase in Armed Forces personnel in Operation ‘Safe Roads’, the Defense will contribute to significantly increasing security in the main Italian railway stations which represent vital places for the mobility and well-being of citizens. This decision demonstrates the commitment to providing concrete responses to the country’s needs”. Thus the Minister of Defense, Guido Crosetto, commenting on the legislative decree approved by the Council of Ministers, which provides for the increase of 400 soldiers for the strengthening, from 1 October to 31 December 2023, of controls in the main railway stations. Operation ”Strade Sicure” has been carried out continuously in collaboration with the Police Forces for over 15 years, in order to increase deterrence against crime,

Migrant women

All women, not just mothers or pregnant women, will have access to greater protection facilities. According to what we learn, this is what the new migrant decree provides. Until now – explain government sources – only pregnant women or mothers with minors were immediately included in the second level reception system. For all the others, the legislation provided for the same treatment as adult men. “The decree corrects this serious anomaly and guarantees all migrant women, therefore no longer just those who are pregnant, access to greater protection facilities”, conclude the sources.

School

“The adoption of this measure, which integrates the set of actions to improve the economic conditions of all school staff, is a further confirmation of the constant attention we want to pay to school workers”. Thus the Minister of Education and Merit, Giuseppe Valditara, regarding the rule approved in the Council of Ministers which intervenes to ensure the timely payment of short and occasional substitute contracts for school staff carried out in the month of September, a provision which involves over 10 thousand teachers.
